Update on the applications
  
Notice of acceptance of our applications for a Development Consent Order (DCO) and a Material Change Order (MCO) for East Midlands Gateway 2 (EMG2) has been published in local and national newspapers. Formal notices have also been erected on-site and posted out to prescribed persons and those with an interest in the land affected by the applications. A copy of those notices can be viewed here.
 
The notices confirm that copies of the applications and accompanying documents, plans and maps, including the Environmental Statement and draft DCO and MCO, are available to view electronically and download, free of charge, on the project pages of the Planning Inspectorate's National Infrastructure Planning website at:

Making representations about the applications
 
Any person may make a relevant representation to the Secretary of State on either or both applications by registering with the Planning Inspectorate as an Interested Party.  
 
All representations relating to the applications must be made via the Planning Inspectorate's 'Have your say' registration tab on the project page on their website and give the grounds on which it is made.  
 
The Planning Inspectorate has issued detailed advice on registering as an Interested Party and making a relevant representation.  The guidance 'Nationally Significant Infrastructure Projects: How to register to have your say and make a relevant representation' is published on the National Infrastructure Planning website under 'view guidance' and can be found here.
 
The 'Have your say' tab will be made available by the Planning Inspectorate from 27 November 2025 until 9 January 2026 on the relevant pages for the applications via the National Infrastructure Planning website. Please ensure that your representations are submitted for each application via the correct web page:

If you are unable to complete a registration form online and would like to register your interest, please call the Planning Inspectorate's helpline on 0303 444 5000, quoting the name of the application and the Planning Inspectorate's reference number -  BC0410001 for the DCO application and TR0510002 for the MCO application.

The draft proposal for the industrial and logistics development is defined as a Nationally Significant Infrastructure Project (NSIP) and if approved, the proposal would deliver c.260 acres of warehouse employment space, the creation of c.4,000 new jobs and an overall investment of around £325 million into the local area.

What to expect from the planning process

SEGRO Logistics Park East Midlands Gateway 2 (EMG2) is classified as a project of national significance. The proposed development will be consented under the Planning Act 2008 and will be the subject of two interlinked applications.  The first is a for a new Development Consent Order (DCO) for the logistics development, Community Park and significant improvements to the strategic road network.  The second application is for a Material Change Order (MCO) to amend the existing DCO and permit an additional warehouse, increased crane heights and expansion of the existing bus terminal and management suite facilities on the first phase of the SEGRO Logistics Park East Midlands Gateway (EMG1), which is now fully occupied. 
 
The applications will be determined by the Secretary of State, rather than the local authority. However, the local authority will play a key role as a consultee. The DCO and MCO process is governed by a specific timetable and process led by the Planning Inspectorate (PINS), which offers further guidance on their website.

Before submitting the applications, SEGRO consulted on its emerging proposals and engaged with the local community and a wide range of stakeholders to gather feedback on and to inform the refinement of the draft proposals for EMG2. A period of statutory consultation was held between 3 February 2025 and closed on 17 March 2025. An additional non-statutory consultation was held in July 2025 to provide an update on the changes that had been made to the emerging proposals before the final applications were submitted. A process timeline is shown below and once the applications are accepted by the Planning Inspectorate (PINS) for examination, local residents, consultees and interested parties will have further opportunities to provide feedback by submitting comments directly to PINS. You can also participate in the formal Examination process if you wish.
